
Hunters Point Naval Shipyard

Site Background:
Hunters Point Naval Shipyard (HPNS) is located in San Francisco, California. Hunters Point is made up of 12 contiguous onshore parcels: Parcels IR07/18, B-1, B-2, C, D-1, D-2, E, E-2, G, UC-1, UC-2, and UC-3, and one offshore parcel (Parcel F).
In 1940, the Navy obtained ownership of HPNS for shipbuilding, repair, and maintenance activities. After World War II, activities at HPNS shifted to submarine maintenance and repair. HPNS was also the site of the Naval Radiological Defense Laboratory (NRDL). HPNS property was placed on the National Priorities List in 1989 in accordance with CERCLA, due to past shipyard operations that had left hazardous substances on site. In 1991, HPNS was designated for closure following the Defense Base Closure and Realignment Act of 1990. INYA has been working at Hunters Point for the past eight years to help the Navy accomplish its goal of realigning and selling this property.
Landfill Monitoring and Maintenance:
INYA performs monthly and quarterly monitoring at the Parcel E landfill. The purpose of this task is to monitor methane and non-methane organic compound levels to determine if any action needs to be taken. Any actions taken would enhance the performance of the landfill gas control system or reduce the possibility of offsite migration of landfill gas. Monitoring procedures also involve maintenance, which include invasive species removal, deterring burrowing animals, and observing the quality of the landfill cap. These tasks ensure compliance with California and local legislature. INYA also prepares environmental assessment and progress reports.
In 2022, a landfill gas control system was installed to remove landfill gas that had migrated offsite and to control the future migration of landfill gas. Groundwater Sampling:
INYA has been supporting base wide groundwater sampling at Hunters Point for two years. The groundwater is tested as part of ongoing environmental restoration efforts. Testing is done to determine if contaminated water is migrating into uncontaminated water. The data collected is used to inform agencies of potential cleanup needs.
